The CHIMERA System and The Bush Administration's Immigrant Amnesty Policy

"5. Sec. 202 CHIMERA System
Section 202 requires that the BCIS must integrate all of its data systems into one system which shall be a part of an interoperable interagency system also established under this section. The new integrated system is to be known as the CHIMERA system. The system must employ the technology standard developed under section 201 to identify aliens and must be available to consular officers and other officials responsible for determining admissibility of or investigating or identifying aliens. The system must have advanced name-searching capability, including being capable of linguistically sensitive searches. It also must have adequate user support." - Enhanced Border Security and Visa Entry Reform Act of 2002 - ALDAC No. 1
In May of 2002, the Enhanced Border Security and Visa Entry Reform Act was signed into law by President Bush, along with the much-controversed PATRIOT Act and the Homeland Security Act of 2002. And while the PATRIOT Act has received much of the spotlight in regards to national attention, as well as much fear, paranoia, and skepticism by the American public and politicians alike, the visa tracking law as it is called, has received very little attention in regards to its importance.
Basically, the visa tracking law seeks to implement an entry and exit data system that calls upon a variety of information resources to monitor the activities of aliens crossing our nation's borders. This system is to be implemented as a technological standard to be used by the INS at border crossings.
The visa tracking law requires the Attorney General and Secretary Of State to issue machine-readable and tamper-resistant visas and travel documents with biometric identifiers by October 26, 2004. And all ports of entry must have machines able to accurately read these visas and documents that have these biometric identifiers by that date as well. The visa tracking law also requires the Attorney General to increase the number of INS agents per group by 200 to accommodate this new system.
Like the fundamentals of the Homeland Security Act, the visa tracking law requires that multiple agencies share vital information to determine the definitive identifying factors regarding immigrants crossing our borders by implementing an electronic data system to be used by these multiple agencies; this electronic data system must be coordinated to a technological standard, a default system under whose umbrella of influence all information derived from these multiple agencies must be gathered and evaluated, from which a course of action upon each immigrant subject will be enacted.
This default system is the CHIMERA system.
Among its many capacities, CHIMERA must be able to differentiate between multiple name formats and dialects within the system, and be able to search for names that are linguistically sensitive, identifiable by four languages of high priority to National Security, to be determined by the Secretary Of State.
This information is to be derived from a multitude of sources, including airline carriers and student visas, both of which will require electronic databases to be established in order to monitor activity in both of their respective mediums. This will help in establishing the study of a "North American Perimeter Security" program designed to assist in the aid of foreign governments in halting suspected terrorists and/or suspicious persons before they enter the United States. Recent events during the holiday season have already proven this program to be effective.

Though this system has yet to be implemented, recent events have shown that the Bush Administration has every intent on carrying it out to its completion. Note the beginnings of the "North American Perimeter Security" program that I mentioned above that is already beginning to establish itself in our Homeland Security policies regarding the stoppage of airline flights that are carrying suspected terrorists and/or suspicious persons of interest on board.
One must also look at the rather appalling Immigrant Amnesty Policy that the Bush Administration has recently unveiled. On the surface, it looks like nothing more than a sentimental gesture toward the "huddled masses" during an Election Year, and one would not be far from right in seeing it as such. But then, one must also wonder whether or not there is a much deeper method to Bush's madness. One that involves establishing a system of free immigration upon which CHIMERA can feed. In order for CHIMERA to survive, it must have a system upon which to operate. So the Bush Administration offers up an amnesty policy toward illegal immigrants in order to justify the existence of the CHIMERA system. Note that last week, it was reported that border crossings along the U.S./Mexican border alone had gone up by 15% since Bush announced the amnesty almost 3 weeks earlier. It undoubtedly will not be long before CHIMERA begins to take action, if it hasn't already.
